Background:
The henchmen of Mr. E, ENIGMA agents are the ones who carry out the numerous crimes on behalf of their leader and their current clients.  Once operating secretly, they are now known to the world thanks to Shirley Holmes.  Sworn enemies of the law, they obey their leader's orders, hoping someday to be elevated in the ENIGMA hierarchy and to be granted the honor to see Mr. E's face and serve him at Shadow Axis.

Physical Appearance and Other Traits:
ENIGMA agents come from a wide variety of backgrounds, so they come from any ethnic group.  Their faces are always covered.  Before the Mona Lisa debacle, ENIGMA agents wore a variety of masks and clothing.  After the organization was exposed by Shirley, ENIGMA agents began wearing a blue paramilitary uniform complete with gloves and boots, and their heads became covered by a blue head covering, blue beret, and goggles.  A variation of the uniform is modeled after the SWAT type with bulletproof armor and helmet with blast visor.  The possibility of other uniform variations exists.

Personality:
Although ENIGMA agents are like other human beings in that they possess distinct personalities, they place their loyalty to Mr. E and ENIGMA over all else.  Out of respect or fear, agents will not betray their leader under normal circumstances.

Relationships:
Mr. E is their supreme leader; no agent would dare question his actions.  Number One and the Elite Eight represent Mr. E and must be obeyed at all times.  Law enforcement agencies are seen as nuisances which must be taken care of in the name of ENIGMA.  Shirley Holmes and her friends are viewed as top priorities to be dealt with to ensure preservation of the group's illegal operations.

Abilities and Paraphernalia:
ENIGMA agents vary in abilities.  They have access to a wide variety of hi-tech equipment, and they know how to use it.

HA's Comments:
What would an evil organization be like without the disposable goons?  After all, a criminal mastermind needs someone to carry out his sinister plans.  No matter how many Shirley and the Strangers manage to throw into prison, there are others ready to carry out their leader's will while saluting "ENIGMA forever!"
